Adapting to a Changing Landscape

The international education landscape is undergoing a significant transformation driven by global politics, economic challenges, and quickly changing government priorities. This is particularly true for the traditional English-speaking destinations–Canada, United States, United Kingdom, and Australia–who have all experienced increasing instability in student demand over the past year, which should continue into 2026. As traditional pathways to these countries narrow, alternative destinations are gaining traction, changing how students are approaching their post-secondary education ambitions. As a result, the competition for top talent has intensified, requiring major destinations to rebuild trust and provide support to students throughout the entire application journey.

Shifts in Government Policy

Specific policy measures have severely impacted the sector, with student enrollment caps becoming the most prominent tool. Canada, for instance, reduced its study permit cap by an additional 10% for 2025 and expanded requirements to include graduate and onshore students, while Australia implemented a soft cap on student commencements. Simultaneously, the UK has proposed stricter compliance thresholds regarding visa refusal and course completion rates, and the US has intensified applicant vetting. These limits have created roadblocks and doubt, adding to the instability in popular study destinations.

However, even with the year-over-year declines in 2025, we project that over 1 million international students will be issued a student visa to the “Big Four” destinations combined. This shows that, while the pathways to study within these destinations have become more difficult over the past couple of years, there remain ample opportunities for student success at a “Big Four” destination. 

Economic Factors Driving Student Choice

What is now clearer than ever is that students are putting the financial and economic considerations of their academic future at the forefront of their decision making. These factors include not only the cost of studying at their desired institutions, but the cost of living in those cities.

Heightened focus on costs could be seen as a response to popular study abroad destinations increasing their proof-of-funds requirements or the fees associated with applying for a student visa. Many of these destinations have seen a rise in the cost of living, reflected in the cost of groceries, accommodation, and basic utilities.

With a greater financial burden required to study abroad, students are now weighing up the financial benefits of their programs after graduation. The ability to secure Post Graduate Work Permits (PGWP) and other post-graduation work opportunities was another major factor in deciding where and what students choose to study.


How Students Can Find Success in a more Challenging Job Market

The global economic outlook for 2026 is cautious, with many industries facing challenges. The 2020s as a whole are likely to have the slowest GDP pace of any decade since the 1960s. With weakened economic forecasts, the economic landscape that awaits graduating students is one of uncertainty and angst.

Despite this, there are still opportunities for students who choose to pursue programs in countries where there are skill and labour gaps, along with high demand. Industries such as healthcare and trades continue to have greater industry demand.
