Who Can Qualify for an English Waiver?

In Canada, the IRCC requires a student to be accepted or enrolled by their Designated Learning Institute (DLI), and meet that institution’s language proficiency requirements to issue a study permit. Instead, each educational institution sets its own English language proficiency requirements for admission. So, if you:

  • Have already completed studies where English was the language of instruction, or
  • Are admitted to a program that does not require proof of English proficiency, your school may grant you an English waiver as part of your admission. This means you don’t need to send IELTS or TOEFL scores to your school or IRCC for your study permit application.

Important Update: Language Testing for Post-Graduation Work Permit (PGWP)

Starting November 1, 2024, students applying for a PGWP must submit proof of English or French language proficiency unless exempt. Acceptable tests include CLB, CELPIP, IELTS (General Training), PTE Core, TEF Canada, and TCF Canada. This new requirement does not generally apply during the initial study permit application but is mandatory when applying for PGWP.

This means even if you had an English waiver for your study permit application, you might still need to provide an approved language test score when applying for your PGWP.
