Why Study a Master's Degree in Canada?

Canada offers graduate study options across many disciplines. Since January 1, 2026, students enrolling in qualifying master's and doctoral degree programs at public designated learning institutions (DLIs) have been exempt from the federal PAL/TAL requirement. Eligible master's graduates may also qualify for a PGWP of up to three years, while spouses or common-law partners of students in certain programs may qualify for an open work permit.

These benefits are subject to program-specific and individual eligibility requirements.

No PAL/TAL for Qualifying Master's Degrees

Since January 1, 2026, students enrolling in degree-granting master's or doctoral programs at public DLIs do not need to submit a Provincial or Territorial Attestation Letter (PAL/TAL) with their study permit application. Quebec's separate requirements still apply.

A 3-Year Work Permit

Graduates of eligible master's degree programs that are at least eight months long may qualify for a PGWP of up to three years, even when the program lasts less than two years. Applicants must meet all other PGWP requirements, and the permit cannot be issued beyond the validity of their passport.

Work While You Study

Eligible international students may work up to 24 hours per week off campus during regular academic sessions. They may work unlimited hours during scheduled breaks if they meet the applicable eligibility requirements.

Bring Your Partner

Your spouse or common-law partner may qualify for an open work permit if you are enrolled in a master's degree program lasting at least 16 months, a doctoral program, or another qualifying program under IRCC's rules. Eligibility is not automatic, so check the current requirements before making plans.

More Benefits for Graduate Students

  • No PGWP field-of-study requirement for master's graduates. Graduates with a bachelor's, master's, or doctoral degree do not need to meet the PGWP field-of-study requirement. They must still meet the other applicable PGWP eligibility conditions.
  • Potential Express Entry points. Qualifying Canadian post-secondary education can earn additional Comprehensive Ranking System (CRS) points: 15 for an eligible one- or two-year credential and 30 for a credential of three years or longer. Other education-related CRS factors may also apply.
  • Canadian work experience. At least one year of qualifying skilled Canadian work experience may help a graduate meet the Canadian Experience Class requirements. The work must meet the program's criteria, including the applicable occupational classification and other eligibility rules. Learn about Express Entry for international students.
  • Graduate tuition costs. Statistics Canada's average international graduate tuition for 2026/2027 is CAD $24,693 per year, compared with CAD $42,062 for international undergraduate tuition. These are national averages, not guaranteed prices for an individual program.

Note: As of March 25, 2025, Express Entry no longer awards additional CRS points for a job offer. A job offer may still matter for other eligibility criteria or immigration programs.

Master's Degree vs. College Post-Graduate Certificate

In Canada, "post-graduate" can mean a university master's degree or a college post-graduate certificate. Both are open to bachelor's graduates, but the rules are different.

University Master's Degree College Post-Graduate Certificate
Typical length Often 1–2 years; varies by program Varies by program, often 8 months to 2 years
PAL/TAL needed? Exempt for qualifying degree-granting master's programs at public DLIs from January 1, 2026; Quebec requirements still apply Generally required unless a specific exemption applies
PGWP length Up to 3 years for qualifying master's programs of at least 8 months, subject to all other requirements Depends on program length and eligibility; generally up to program length for programs under 2 years, or up to 3 years for programs of 2 years or longer
PGWP field of study rule Not required for master's graduates May be required, depending on the program and the timing of the study permit application
PGWP language level CLB 7 or equivalent NCLC 7 in all four abilities Generally CLB 5 or equivalent NCLC 5 for eligible non-university college programs; requirements depend on the credential category
Spouse open work permit May qualify for a master's program of at least 16 months, or another qualifying program Generally not eligible on the basis of a college postgraduate certificate alone

Tip! Planning to bring your spouse or common-law partner? Check whether your intended program meets IRCC's current family open work permit requirements before applying. For master's programs, the program generally must be at least 16 months long. Verify the official eligibility criteria rather than relying on program length alone.

Popular Post-Graduate Programs in Canada

Canadian institutions offer graduate programs across technology, engineering, business, health, and environmental studies. The best option depends on your previous education, career goals, admission qualifications, and the requirements of your intended profession. Program availability, employment prospects, and licensing requirements vary by field and province.

Admission Requirements for Brazilian Graduates

Canadian graduate admission requirements vary by institution and program. Brazilian applicants should confirm that their previous qualification meets the school's academic requirements before applying.

  • Your degree: Universities assess Brazilian qualifications, including bacharelado and licenciatura credentials, according to their own admission policies. A tecnólogo qualification may not meet the entry requirements for some master's programs, so confirm eligibility with the institution.
  • Your grades: Minimum grade averages and grading conversions vary by university and program. Some departments have additional prerequisites.
  • English or French proficiency: Institutions determine which language tests they accept and the minimum scores required. Do not assume every school accepts IELTS Academic, TOEFL iBT, PTE Academic, CAEL, or Duolingo.
  • Supporting documents: Depending on the program, you may need academic transcripts, a statement of purpose, reference letters, a CV, a research proposal, or contact with a potential supervisor. Learn how to write a statement of purpose.

Funding Your Graduate Studies

  • School awards: Many universities offer entrance awards for international graduate students. Research master's students may receive funding through teaching or research assistant roles.
  • Brazilian funding: Brazilian students should check CAPES and other relevant Brazilian funding agencies for current scholarship calls, eligibility requirements, and opportunities for research or doctoral study abroad. Funding is not automatic and may require nomination through a Brazilian institution.
  • Government scholarships: See Canadian government scholarships for international students.

Frequently Asked Questions

Do I need a PAL for a master's degree in Canada?

Students enrolling in a degree-granting master's or doctoral program at a public designated learning institution generally do not need a PAL/TAL for study permit applications under the exemption that began January 1, 2026. Quebec's separate requirements still apply. Students in private-institution programs and college postgraduate certificates should check the current rules to determine whether a PAL/TAL is required.

Can I get a 3-year PGWP with a 1-year master's?

Potentially, yes. Graduates of eligible master's programs that are at least eight months long may qualify for a PGWP of up to three years, even if the program is shorter than two years. You must meet all other eligibility requirements, and your passport validity can limit the permit's duration.

Can my spouse work in Canada while I study?

Your spouse or common-law partner may qualify for an open work permit if you are enrolled in a qualifying program, such as a master's degree lasting at least 16 months or a doctoral program. Other eligible programs may also qualify. Check IRCC's current rules before applying. Learn about bringing your family to Canada.

Is my Brazilian bachelor's degree accepted in Canada?

It depends on the university and program. Canadian institutions assess Brazilian qualifications and academic records according to their own admission requirements. Confirm whether your credential, grades, and prerequisites meet the requirements for your intended program.

Which language test do I need for a PGWP?

Most PGWP applicants who apply on or after November 1, 2024, must provide approved English or French language test results, subject to applicable exceptions. Accepted tests include CELPIP-General, IELTS General Training, PTE Core, TEF Canada, and TCF Canada. Results generally must be less than two years old when you apply. IELTS Academic and TOEFL iBT are not substitutes for the approved PGWP test options.
